 The Utility Office is charged with the billing and collection of payments for all water and sewer usage and trash pickup service in Vandalia.

The Utility Office bills residents on a monthly basis. The current minimum water rate includes 7,500 gallons of water, well-field protection, sewer and wastewater treatment. The cost increases proportionately for additional usage. Water bills include a charge for the city's mandatory curbside recycling program.

For your convenience, a drive-through window is open 8:00 a.m. to 4:30 p.m., Monday through Friday at the Municipal Building for water payments. There is also a 24-hour drop box on the building just past the drive-through window.

Most homes have a water meter on the outside to enable a utility service person to obtain monthly readings without entering your home.  However, the City of Vandalia  requires all inside water meters have an actual reading by city personnel once every twelve (12) months.

The city has scheduled all inside readings during the months of March, April and May. Please check the water zone map to determine the month your inside reading is required. 

Unless you have an outside meter, known as a "pit" meter, you also have one inside the house - probably out of sight in a closet or cupboard. It is important to compare the inside and outside meter readings each time you receive your water bill. If the outside readout happens to malfunction or slow down, the meter reader has no way of determining it. The customer is billed based on the outside reading, though they are responsible for the actual usage shown on the inside meter. By comparing inside and outside readings, you will catch any discrepancies right away, and won't be stuck later with an exorbitant bill.

Residents whose homes have a secondary water meter are reminded that only the water department can turn your secondary meter on or off. Residents wanting their meter turned off during the winter and on during the summer should call the water department to request this service. There is a $10 fee for each time the meter is turned on or off.
